Every person who operates a commercial enterprise involving the use of containers for the storage of garbage and/or rubbish or other waste materials, which containers are stored outdoors, shall provide an enclosed masonry structure of split-face block or face-brick within which the containers shall be stored. The structure shall be constructed so as to allow sufficient ventilation to prevent the accumulation of offensive odors and to allow sufficient ease of access to permit entry and to permit cleaning thereof.
