Upon the failure, neglect or refusal of any owner to comply with the notice to abate an abandoned gas station, the Director of Buildings shall take such action as may be necessary to abate such nuisance and the City shall collect the cost of such abatement by certifying the same to the County Auditor as a lien on the premises, to be collected in the same manner as taxes are collected.
