Whenever the Director of Buildings or any other inspector officially designated by the Mayor finds any gasoline service station to be abandoned, he or she shall give notice to the owner of record of the premises at his or her last known address to abate such abandoned condition within sixty days either by:
(a) Placing such service station in operation;
(b) Adapting and using the building for another use permitted under the Zoning Code, provided that the service station pumps, tanks and signs are removed; or
(c) Razing the service station structure and removing the pumps, tanks and signs.
