Whenever any gasoline service station becomes abandoned, such station shall be presumed to be a nuisance affecting or endangering surrounding property values, and to be detrimental to public health, safety, convenience, comfort, property and general welfare, and shall be abated. As used in this chapter, "abandoned" means a failure to operate any gasoline service station for at least three consecutive months.
