The purposes and intent of this chapter are as follows:
(a) To establish uniform and consistent procedures for the development, improvement, implementation, imposition, calculation, collection, deposit, expenditure and administration of any and all impact fees for the Mayfield Road Corridor adopted by the City.
(b) To be consistent with, and to facilitate the implementation of, the goals, objectives and policies of the Master Plan of the City of Mayfield Heights, and all elements thereof, relating to the provision of public facilities needed to meet the demands created by new growth and development in and along the Mayfield Road Corridor, and relating to appropriate, fair and equitable cost sharing of such public facilities.
(c) To ensure that new development pays, at the time of development approval or issuance of a building permit, a proportionate share of the cost of system improvements needed to serve the projected new development for the Mayfield Road Corridor.
(d) To ensure that all applicable legal standards and criteria are properly incorporated and will be met by the City.
