No owner of any dwelling structure, with the exception of condominium units, shall enter into an agreement to sell or otherwise convey a dwelling structure without first obtaining from the Director of Buildings a certificate of inspection of the exterior of such dwelling structure and then presenting a copy of such certificate to the prospective purchaser or grantee. The Director of Buildings in his or her discretion may waive this requirement if the property will be transferred to the City and the structure will be demolished. Said waiver must be in writing.
