1337.09 COMMERCIAL BUILDINGS OR STRUCTURES.
   (a)   No owner, tenant or sub-tenant of any commercial building or structure in the City shall use or lease any building or part thereof, after the adoption of this section, for any different use than the present existing commercial use, without first securing a certificate of occupancy from the Director of Buildings.
   (b)   No owner, tenant or subtenant of any commercial building or structure in the City shall use or lease any building or part thereof, without such building or structure first having been inspected by the Building Department and the Fire Department for Building and/or Fire Prevention Code violations and without a certificate of occupancy being issued.
   (c)   Upon compliance with the Zoning Code and this Building Code, the Director of Buildings shall issue a certificate of occupancy for such commercial building or structure, or any part thereof, upon payment of a permit fee as provided in Section 1335.06.
