The decision of the Director of Buildings shall be final, except that any person who feels that the Director of Buildings has wrongfully refused to issue a certificate of occupancy or conditional occupancy permit may appeal the decision to the Board of Zoning Appeals by informing the Board, in writing, of a desire to bring the matter before the Board, setting forth the reasons that he or she believes entitle him or her to the certificate or permit. The Board shall proceed in the manner set forth in Section 1155.06 of the Zoning Code.
