Prior to the start of any work whatsoever on a construction site, the general contractor shall erect at the front of the property a two-foot by two-foot square sign on which the following information shall be written and which shall be plainly visible from the street:
(a) The name of the general contractor;
(b) The telephone number of the general contractor;
(c) The sublot number;
(d) The building permit number; and
(e) The name and address of the owner or lessee of the premises.
