(a) All property owners submitting residential site plans shall deposit the initial sum of one thousand dollars ($1,000.00) to cover the City's engineering cost for the building project.
(b) The Building Director may, in his or her discretion, request additional deposits in increments of five hundred dollars ($500.00) each, when the initial deposit noted in subsection (a) hereof falls below two hundred fifty dollars ($250.00).
(c) Any and all funds which are unused and remaining on deposit when all necessary approvals are obtained by the Building Department and/or the City Engineer, shall be refunded to the applicant.
