During the pendency of legislation reclassifying the zoning use of any real property, a building permit shall be issued only on the basis of the more restricted use as determined by comparison of the proposed use to the existing permitted use.
Legislation shall be considered pending if it has been assigned an ordinance number and has been introduced into Council and has not yet been rejected or adopted. However, no ordinance shall be considered pending for a period greater than 180 days.
