(a) The Director of Buildings shall inspect all buildings in the course of erection, alteration, repair or removal, throughout the City as often as required to insure efficient compliance. The Director of Buildings shall be charged with the inspection of buildings and with the enforcement of this Building and Housing Code and all other laws and ordinances relating to the erection, construction, alteration, repair, removal and safety of buildings, structures, heating apparatus, visible exterior house drainage, plumbing and electric wiring, as such inspection and/or enforcement may be triggered by permits, complaints, point of sale inspections and the like. The Director of Buildings shall be charged with the enforcement of this Building and Housing Code and all other laws and ordinances relating to violations of this Building and Housing Code or violations of codes pertaining to appurtenances to developed or undeveloped property. He or she shall promptly acknowledge receipt of all official communications, notices and reports pertaining to his or her department. This designation of duty shall not relieve any other department, officer or employee of the City of any power or duty assigned to it, him or her by law or ordinance.
(b) The Director of Buildings shall promulgate rules, regulations and forms for the efficient and proper administration of the programs desired by the Mayor and/or Council or otherwise instituted under the Division of Building, Engineering and Inspection, according to the laws of the City and the State.
(c) The Director of Buildings shall collect fees associated with programs and permits issued by the Division of Building, Engineering and Inspection, as set forth in these Codified Ordinances.
