(a) Until otherwise directed or authorized by Council, the Director of Public Service shall have charge and exercise supervision and control of:
(1) All public works, improvements and construction thereof and all engineering and inspection in connection therewith;
(2) The repair, maintenance, cleaning, care and upkeep of all roads, streets, alleys, highways, sidewalks, public ways, bridges, sewers, drains, ditches, water courses, culverts, parks, cemeteries, public buildings, monuments and public grounds within the City or under or subject to its direction and control;
(3) The municipal water system and the procurement, sale, distribution and supply of water by the City;
(4) The collection and disposal of waste, garbage and trash; and
(5) Books, records, plans, maps, papers and property pertaining to the matters in his charge or under his supervision and control.
(b) With the consent and approval of Council, the Director may prescribe and enforce rules and regulations for the conduct of the Department of Public Service, the employees thereof, the distribution and performance of the business of the City in his charge, supervision and control, and for the custody and preservation of the books, records and property under his jurisdiction.
(c) Until otherwise authorized or directed by Council, the Director shall perform such other duties and exercise such further powers as are prescribed by or vested in Directors of Public Service of cities by the laws of Ohio.
(d) The Director shall attend all meetings of Council and make such studies, investigations and reports as from time to time may be requested by the Mayor or Council.
