SECTION 4 LEGISLATIVE POWERS.
   The Mayor shall preside at all meetings of the Council, but shall have no veto power, and shall have no vote therein except in the event of a tie vote of members of Council upon any ordinance or resolution or other proceedings, in which case the Mayor presiding at such meeting shall have the power to vote upon such measure, and his vote shall have the same legal effect as a vote of a member of Council. The Mayor, in addition to presiding at Council meetings, may take part in the discussion upon all matters under consideration by the Council and may introduce and propose ordinances and resolutions and, if the adoption of the same shall be moved by a member of Council, they shall be considered and acted upon the same as if introduced and proposed by a member of Council.
