SECTION 9 CONFLICT OF INTEREST.
   It is hereby declared to be the policy of the Municipality that elected officials shall impartially and faithfully exercise the duties of their offices.
   (a)   All elected and appointed officials of the Municipality are subject to and shall comply with the applicable ethics statutes of the State of Ohio.
   (b)   All elected officials shall publicly disclose on the official records of the Municipality any conflict of interest that he or she may have pertaining to any legislation pending before Council prior to its reading. Such a conflict of interest shall deprive the elected official of any right to participate in discussions and to vote on such legislation. The failure of any elected official to make such disclosure shall not affect the validity of the action of Council upon such legislation. However, if an elected official has failed to disclose a conflict of interest pertaining to legislation which has been formally acted upon by Council and the vote of such elected official was determinative of the success or failure of the legislation, then the legislation may be voided by subsequent action of Council, upon disclosure or discovery of the conflict of interest of the elected official.
