107.03 DECLARATION OF STATE OF EMERGENCY.

The Mayor shall have the sole discretion to determine that a state of public emergency as set forth in Section 107.02(a) exists and proclaim in writing a state of emergency. Coincident to with the proclamation of a state of emergency, the Mayor shall issue notice of a special meeting of Council to be held within forty-eight hours of the time of proclamation.
