(a) This chapter is enacted to set out and clarify the authority of the City and its officers and employees with regard to public emergency situations. It is intended to grant as broad a power as permitted by Charter, statutory, and constitutional authority.
(b) When the Mayor is unavailable, the powers of the Mayor set forth in this chapter may be exercised by the President of Council in consultation with the City Administrator. When both the Mayor and the President of Council, are unavailable the powers of the Mayor set forth in this Chapter may be exercised by the City Administrator in consultation with the Law Director.
