(a) If more than one-half of any building is over 400 feet from the nearest fire hydrant connected to a City water main, then the owner of such building shall provide a fire hydrant or hydrants on his property at locations designated by the Bureau of Fire Prevention. The 400-foot distance shall be measured from the nearest City fire hydrant from which the Fire Division's firefighting apparatus has direct driving access to the building by a route which has been designated or approved by the Bureau of Fire Prevention.
(b) Private hydrants shall be supplied by at least an eight-inch main and hydrants shall be of the type used by the City Water Division.
(c) Plans for fire lines, including water mains, on private property shall be submitted to the Bureau of Fire Prevention for approval before installation is started.
