The Chief of the Bureau of Fire Prevention shall have the power and authority to waive any of the provisions of this Code or any other ordinance on fire prevention unless expressly prohibited thereby and upon application in writing by the owner or lessee or his authorized agent, when there are practical difficulties in carrying out the strict letter of this Code, provided that the spirit of the Code shall be observed, public safety secured and substantial justice done. The particulars of such waiver, when granted, and the decision of the Chief of the Bureau of Fire Prevention with regard to the same, shall be entered upon the records of the Fire Division and a signed copy thereof shall be furnished to the applicant.
