Nothing in this chapter shall be construed to prevent or delay, and no certificate of appropriateness is required for, any ordinary repair or maintenance work, including but not limited to painting, patching or structural repair which involves no change in material, design, arrangement or texture of an exterior architectural feature. Nothing in this chapter shall be construed to prevent or delay and no certificate of appropriateness is required for, any construction, reconstruction or alteration of any feature which any duly authorized governmental authority including but not limited to the Building Official, may require for the public safety to correct an unsafe or dangerous condition.
