At any time within forty-five days after an application for a certificate is filed, the Board may, by a majority vote of those present at a meeting at which a quorum is present determine that a certificate of appropriateness is not required for the reason that the proposed construction, reconstruction or alteration does not involve any exterior architectural feature or that a certificate is not required by reason of Section 1335.11. Such determination by the Board shall be reported in writing, within seven days of the determination to the official of the City originally receiving the application and to the applicant.
