An application for a certificate of appropriateness may be filed directly with the Board without the applicant having filed with any other official of the City an application for any other certificate or permit. Such application for a certificate of appropriateness shall be filed with the secretary of the Board. The Board shall determine within forty-five days from the date such application is filed whether a certificate of appropriateness shall be issued. The applicant for a certificate of appropriateness shall be entitled to a receipt to be issued by the secretary of the Board showing the time when such application was received.
