(a) The Tree Commission of the City shall develop a woodlands map recommending the designation of woodlands areas to be subject to the provisions of this chapter, and shall submit the map, accompanied by a report of its recommendations, to Council. Upon approval by Council, the woodlands map shall be maintained by the City as a comprehensive list of woodlands areas which are subject to the provisions of this chapter. Upon annexation of territory to the City, the Tree Commission may recommend amendments to such map, which shall be submitted to Council for approval and inclusion in the map.
(b) Council shall hold a public hearing prior to designating any area as a woodland. The Clerk shall give notice by certified mail of the public hearing to each owner or owners of any real estate proposed to be designated as a woodland, at least one week in advance of such public hearing. If notice by certified mail cannot be delivered, the Clerk may give notice by regular mail at least one week prior to such hearing to any owner at the last known address for such owner listed on the real estate tax records of the County.
