(a) No person shall plant any street tree within the City without first applying for and receiving a permit from the Director for the planting of such tree at the location specified in the application for the permit.
(b) Application for a street tree permit shall be made by filing at the office of the Division of Building and Zoning a written plan setting forth the proposed planting. The plan shall specify the size and type of tree to be planted, the location of the tree, and the distance of the tree from any sidewalks, utility lines, intersections, curbs, fire hydrants, traffic control devices and other improvements.
