The purpose of this chapter is to recognize and encourage the protection of trees and natural plant material based on their contribution to public health, safety and general welfare through the preservation, replacement and planting of trees in order to reduce and promote clean air quality by increasing dust filtration, provide natural shading and moderate air temperature, improve surface drainage and intercept storm water minimize runoff or flooding, reduce soil erosion, reduce noise, heat and glare, provide wildlife habitation, provide visual buffering and screening, protect property values, and enhance the environmental and visual character of the community for its citizens' use and enjoyment.
