No person shall leave or deposit any waste, garbage, refuse, ashes, sewage and other noxious materials or vapors in the parks and playgrounds, except in receptacles provided for such purposes and then only when arising from a normal use and enjoyment of the parks or playgrounds. No person shall leave or deposit the same without or near the parks or playgrounds so as to pollute the waters or air coursing through, over or adjacent to parks or playgrounds or otherwise so as to interfere with the proper use and enjoyment of all of the parks and playgrounds. No person shall leave or deposit any bottles, cans or refuse of any description in any of the park or playground waters.
