957.05 PLACING OF REFUSE AND OTHER MATERIALS ON PREMISES PROHIBITED.
   (a)   No person, firm or corporation shall keep, store, place or allow to remain any scrap building materials, automobile or motor vehicle parts, scrap metal, refuse or rubbish on any private property for more than seventy-two hours when such materials are not covered by a structure or otherwise wholly and permanently concealed from public view.
   (b)   No junk motor vehicle or collector's vehicle may be left uncovered by a structure or otherwise wholly and permanently concealed from public view by fences, solid hedges or tree growth, terrain or other suitable solid barrier type obstruction with the permission of a person having the right to the possession of the property, except if the person is operating a junk yard or scrap metal processing facility licensed under authority of Ohio R.C. 4737.05 or 4737.12; or regulated under authority of the Codified Ordinances; or if the property on which the motor vehicle is left is not subject to license or regulation by any governmental authority, unless the person having the right to the possession of the property can establish that the motor vehicle is part of a bona fide commercial operation.
   The Chief of Police shall send notice, by certified mail with return receipt requested, to the person having the right to possession of the property on which a junk motor vehicle or collector's vehicle is left, that within ten days of receipt of the notice, the junk motor vehicle or collector's vehicle either shall be covered by being housed in a garage or other suitable structure, or shall be permanently and wholly concealed from public view by fences, solid hedges, solid tree groves or other suitable solid barrier type obstruction, or shall be removed from the property.
   (c)   Each calendar day such violation shall be permitted to continue or exist after the ten day compliance period following receipt of notice of violation shall constitute a separate offense. Only one notice of violation shall be required to be sent by the Chief of Police for any series of violations which continues without interruption following receipt of notification of noncompliance with this section.
