957.02 DIRECTOR OF SERVICE TO ESTABLISH REGULATIONS.
   (a)   The Director of Public Service is hereby authorized to establish and promulgate reasonable rules and regulations that are consistent with any ordinance of this City and as may be reasonably necessary to the public safety and health regarding the manner and method of collecting, handling, storing and disposing of garbage, trash, rubbish and refuse within the City.
   (b)   The Director is hereby authorized to establish and promulgate reasonable rules and regulations for the operation and maintenance of City landfills and establishing the hours during which dumping of refuse matter shall be permitted thereat.
   (c)   Such regulations or a summary thereof shall be posted at conspicuous places at all City landfills.
