All monuments and markers shall be installed with proper foundations in accordance with the rules and regulations established by the Director of Public Service. All monuments shall be installed under the direction and supervision of the Cemetery Sexton. However, the Cemetery Sexton may waive the foundation requirement for small markers. No marker in excess of forty-two inches in height shall be installed in the cemetery.
