The Director of Finance shall have charge and control of the receipts arising from the sale of lots, and shall give to each purchaser a receipt showing the amount paid. Upon producing a receipt showing payment in full of the purchase price to the Director of Finance, the purchaser shall be entitled to a deed for the lot or lots described therein. The Mayor and Municipal Clerk are hereby authorized to execute and deliver such deeds on behalf of the City, and shall affix thereto the corporate seal of the City.
