All deeds for lots in any cemetery owned by the City shall contain a provision that such lots shall be used exclusively for the burial of the dead, and subject to such rules and regulations governing the management of such grounds and lots as Council may, from time to time, adopt or authorize, which rules and regulations may include requirements for transfer of such lots on the municipal records in the event of death of the owner or owners after forfeiture of title where no transfer is filed within twenty-five years after the death of such owner or owners.
