The Director of Public Service may delegate to the Sexton of any cemetery owned or operated by the City responsibility for the care and maintenance thereof and enforcement of regulations pertaining thereto, but shall not delegate to such Sexton the power to make and establish rules and regulations for the government and operation thereof.
