Except as otherwise provided in this chapter, the Director of Public Service shall have possession, charge, management, control of and may issue and enforce rules, regulations respecting any cemetery owned by the City, shall direct the lay-out and improvements of grounds and lots therein and assign necessary personnel of the City for work to be performed therein or thereon. Rules and regulations so issued by the Director after approval by Council shall have the force and effect of law and violations thereof shall be punishable as provided in this chapter.
