(a) Industrial wastes discharged to the public sewers shall be subject to periodic inspection for a determination of character and concentration of such wastes. The determination shall be made as often as may be deemed necessary by the Service Director, but in no case shall there be less than two twenty-four hour composite samples per month. The owner shall be responsible for the collection and testing of the aforementioned samples. Access to sampling locations shall be granted to the Director or his representative at all times.
(b) Samples shall be collected in such a manner as to be representative of the composition of the wastes. The sampling shall be accomplished by the use of automatic sampling equipment capable of collecting composite samples. Every care shall be exercised in the collection of samples to insure their preservation in a state comparable to that at the time the sample was taken.
