When required by the Service Director, an industry shall install one or more suitable structures, together with necessary meters and other appurtenances, in the building of sewer(s) to facilitate observation, sampling and measurement of the wastes. Such structure(s), when required, shall be accessibly and safely located and shall be constructed in accordance with plans approved by the Service Director. The structure(s) shall be installed by the industry at its expense and shall be maintained by the industry so as to be safe and accessible at all times.
