Within 180 days after the effective date of this section, each person whose operation entails the discharge of industrial wastes to a public sewer shall prepare and file with the City such data and items as are required by this chapter.
Within a reasonable time of receipt of such data, it shall be the duty of the City to make an order stating such minimum restrictions as, in the judgment of the Service Director, may be necessary to adequately guard against unlawful uses of the City's wastewater collection system.
