The applicant for the building sewer permit shall notify the Service Director twenty-four hours before an inspection and connection to the public sewer is to be made. All notifications of this kind shall include the permit number and the location. The connection shall be made under the supervision of the Director or his representative. The Director, or any person authorized by him, shall be permitted at all times to inspect all work, material, and fixtures.
