927.12 DETERMINATION OF CHARGE OR RENTAL.
   The charges or rentals provided for herein shall be determined by applying the rates specified in Section 927.09 as follows:
   (a)   On lots, lands, buildings or premises connected with the municipal water system and/or using water supplied from other sources and having a water meter or meters acceptable to the Service Director the quantity of water used, as measured by such meter or meters, shall determine the charge or rental thereon.
   (b)   On lots, lands, buildings or premises connected with the municipal water system and/or using water supplied from other sources, where part or all of the water used thereon is not measured by a water meter or meters or is measured by a water meter or meters not acceptable to the Director, the owner or other interested party may be required at his expense to install and maintain acceptable water meter or meters and the quantity of water used, as measured by such meter or meters, shall determine the water quantity for the charge or rental or such water quantity may be established by negotiation between such owner or interested party and the Director.
   (c)   In the event it can be shown to the satisfaction of the Director, with respect to any lots, lands, buildings or premises, that a portion of the water from any source used thereon does not and cannot enter such system, then in each such case, the owner or other interested party may, at his expense, install and maintain separate meters where necessary so as to show to the satisfaction of the Director that a portion only of the water used is discharged into the system, and that quantity of water so used, as measured by such meter or meters showing discharge into the system, shall determine the charge or rental thereon, at the rates provided herein, or if the quantity of water being discharged into the system is established by negotiation, such negotiated quantity at the rate provided herein shall determine the charge or rental thereon.
   (d)   The owner of lots, lands, buildings or premises receiving water from any source other than the City or Lucas County shall register the same with the Director and shall install at his own expense, metering equipment satisfactory to the Director to measure such private supply, or, at the option of the Director, may establish by negotiation the quantity of water or sewage discharged into the system. In any interim period allowed by the Director prior to such installation or negotiation, the Director may establish and collect such charges or rentals as he deems equitable.
