No person, entity, business, corporation, governmental agency, trustee or other entity shall place, deposit or permit to be deposited in any manner upon public or private property within the City, or in any sanitary sewer to which that entity is not properly connected pursuant to Section 927.05, or any area under the jurisdiction of the City, any human or animal excrement, garbage or other waste without a permit or written authorization from the City of Maumee.
