The City and owners of private fire hydrants attached to City water distribution system shall pay a fire hydrant rental of five dollars ($5.00) per quarter per hydrant. Where fire mains are connected to the City water system, a charge of two dollars ($2.00) quarterly per inch of diameter of such mains shall be made. These charges shall be billed and paid in the same manner as other utility bills, and shall be subject to all delinquency charges and collections procedures applicable to other utility bills.
