There is hereby created and established a Water Fund. All moneys received in accordance with this chapter shall be deposited with the Director of Finance and kept in the Water Fund. Moneys in the Water Fund shall be used, when appropriated by Council, for the purchase and subsequent expense of distributing water throughout the City, including but not limited to the installation, tapping, maintenance and repair of the water mains, lines, pipes, meters, fire hydrants and other appurtenances that may be deemed necessary to the water distribution system of the City. Furthermore, moneys within the Water Fund may be used to fund the personnel necessary to efficiently operate the Division of Utility Billing and the Division of Water.
