(a) All water meters of sizes one inch or less except meters for lawn sprinklers, emergency supply, building purposes, re-registering or auxiliary meters and meters for the fire service connections shall be furnished and maintained by the Division of Water. All meters of a size larger than one inch shall be furnished by the Division, but the cost of maintenance or replacement shall be paid for by the property owner. The initial cost of the meters shall be included in the charge made for a tapping permit and be paid for by the person requesting service at the time application is made.

(b) As used in this chapter "water meter" includes remote reader wherever applicable.
