The Director or Commissioner of Public Service shall have the power and authority to compel the making of water connections whenever, in view of contemplated street improvements or as a sanitary regulation, water connections should, in his or her judgment, be constructed or provided for. The Director or Commissioner shall cause written notice of this determination thereof to be given to the owner of each lot or parcel of land to which such connections are to be made, which notice shall state the number and character of the connections required. Such notice shall be served by a person designated by the Director or Commissioner in the manner provided for service of summons in civil actions, provided that owners who are nonresidents or persons who cannot be found shall be served by publication of such notice in a newspaper of general circulation within the City. The notice shall state the time within which such connections shall be constructed, and if they are not constructed within such time, the work may be done by the City and the cost thereof assessed against the lots and lands for which such connections are made. Such assessments shall be certified and collected in the same manner as assessments for street improvements.
