This chapter, shall in no manner affect the construction or reconstruction of any walk, driveway or curb opening heretofore ordered, or any assessments to be made therefore, but the same shall be governed and controlled by the ordinance under which such walks, driveways or curb openings were constructed or reconstructed and such charges or assessments were collected or made.
