909.11 OBSTRUCTION OF SEWERS, DRAINS, DITCHES OR WATERCOURSES.
   No person, by construction or maintenance of a driveway or otherwise, shall, except with the permission of Council, block or obstruct any sewer, drain, ditch or watercourse, along, upon or across a public street, way or public ground within the City. The Director of Public Service shall order any such blockage or obstruction caused, created or maintained by the owner or occupant of any property abutting such blockage or obstruction to be removed and may take action to clear such obstruction and restore the drainage in such sewer, drain, ditch or watercourse in like manner as is provided in Sections 909.09 and 909.10. The cost of any such removal or restoration may be recovered by civil action on behalf of the City against the party or parties responsible for the blockage or obstruction or may be assessed as provided by law and the provisions of Sections 909.09 and 909.10.
