When the aforesaid application has been approved and the required bond has been accepted, the Director of Public Service shall issue a license to such applicant upon the payment of a license fee as established by Council. Each such license or renewal thereof shall be valid until December 31 of the year in which issued unless sooner suspended or revoked as provided herein.
