905.12 UTILITY INSTALLATION; INSPECTION FEE.
   (a)   No person, partnership or corporation or representative thereof shall lay, install or construct any water line, sewer line, gas line, power line, telephone line or any other utility line laterally down a street, alley or public way without first receiving permission from the Director of Public Service.
   (b)   Plans, specifications and profiles for the installation or construction of the above utilities shall be filed with the Director for approval before construction begins, and the same shall be constructed in strict accordance with such approval. The Director is authorized to charge and collect at the time such approval is granted a fee for inspection of such construction in an amount established by ordinance of Council unless a greater or lesser amount is fixed by Council at the time permission is granted to make the installation.
