No person, persons, firm or corporation shall break into or tear up any pavement, within the City limits, for any purpose whatever, within a period of five years from and after the time of the construction of any such paving, unless such person, persons, firm or corporation shall prior thereto, have been granted such written permission by the Director of Public Service.
