905.05 STREET OPENING PERMIT REQUIRED.

No person, other than the Director of Public Service or other authorized employees of the City, shall make any opening in any street, alley, or public property of the City unless a permit to make such opening shall have been obtained prior to commencement of the work, as herein provided.
