No permit for the building of any structure on any unopened street, alley or way, or streets, alleys or ways unimproved for travel shall be issued until the provisions of this chapter are complied with, and the Director of Public Service may cause any and all such streets, alleys and ways to be closed, barricaded or blocked off until such compliance or direction otherwise by Council.
